He doesn't really have Te. He always agrees with the little prince and never gets short-tempered or angry. The only Te thing is that he wants control over people, but even here it's in a benevolent way, not a tyrant way that leaves you no freedom. He actually says some very wise things, about how people will only accept a ruler if he behaves like this, etc. Lots of Fe.
Biography
"You shall have your sunset. I shall command it. But, according to my science of government, I shall wait until conditions are favorable." On the first planet the little prince visits, he encounters a king who claims to rule the entire universe. While not unkindly, the king’s power is empty. He is able to command people to do only what they already would do.
