Had to read the book again and yeah, this guy is 100% Ne-Ti > Te-Ni. His entire existence is just wondering around causing as much trouble as humanly possible, taking delight in whatever damage he leaves behind. He doesn't chase after an ultimate goal or stubbornly stick to an ideal. If anything, he's very flexible and adaptive in both his actions and morals, indicative of Ti-Fe rather than Te-Fi. I think one of the main reasons why people think he's an ENTJ is because of that infamous speech about wanting control over everything and that "whatever exists without my knowledge exists without my consent" line. If you actually look at what he's talking about, you'll realize that his desires are mostly hypothetical and even comically exaggerated. Yes, ENTJs can have unrealistic goals as well, but for the most part, they seek to control what they physically can. The Judge is simply a troll with a ton of plot armor, and a very nasty and dangerous one at that.
