I’m all for representation of nice INTPs, but he seems like a pretty typical smart ISFJ who regularly gets the short end of the stick for his strong Si+Fe. As Nog put it, “My father is a mechanical genius. He could have been chief engineer of a starship if he had the opportunity. But he went into business like a good Ferengi. The only thing is, he’s not a good Ferengi, not when it comes to acquiring profit.” I think if Rom were an INTP he wouldn’t have stuck with his family and society’s ideals of what a ‘good Ferengi’ is for so long when his individual talents clearly shine elsewhere. A lot of his character is tied to being the good child, staying and supporting his family in any way he could while Quark left home early to chase his dreams. Rom picks up and adapts to social norms very quickly and is extremely good at masking, acting unassuming and hiding his true potential from others like many IxFJs reflexively do. He’s overly trusting and kind for a Ferengi and often gets taken advantage of as a result, and he’s good at not crossing other people’s emotional boundaries unless strongly provoked. His Fe is just too good and overutilized to be inferior. You also don’t need high Ne to be mechanically skilled (ex. O’Brien with Ne PoLR). The episode of the above quote draws parallels to him and Nog, another SJ type, and how they both aren’t good at the art of acquiring profit like Quark is. They’re both studious and can read the rules and learn to do things by the book but when it comes down to it neither of them have that high level of Pe risk-taking improvisational skill that’s needed to excel. Rom is a nice, smart, simple man with simple wants.
