I think her enneagram has to be 3. She's incredibly image conscious. It's made obvious that the Admire warship is useless, but she tries really hard to make it seem that this isn't true (despite all the evidence proving it is). At the end of the day, her main focus is showing that the money invested on the warship (and by extension on her) is worth it and that they are not a failure. I don't think she can be an 8. She's not focused on power or justice. Heck, she doesn't even fear being powerless. What she truly fears is being perceived as a failure.
