I'd say he uses too much Ne for it to be ESTP's demon function. Throughout his life, Hong always comes up with all sorts of stuff to get what he wants: even in childhood, he convinced Yuri to not stop kissing or otherwise he would get sick. This looks like Ne that didn't have to be worked on a lot, in my opinion. Basically, NeFe combination makes it easy to toy with people.
