No one pays attention to him because of how scary he appears. Chihiro is the first person who actually payed attention to him despite his looks, which lead to obsession; he didn't actually want to form a friendship with her. And they arguably don't ever become friends, just acquaintances on neutral terms. They only had one nice scene together, and the only words exchanged was Chihiro telling No Face to sit next to her and behave himself. That's the closest they get to forming a good relationship. Chihiro just does what most characters do when encountering a spirit, she's polite and helps him out. I don't see any potential for a friendship based on how he treated her in the bathhouse.

No-Face (顔無し, Kaonashi, lit. "Faceless") is a character in the film, Spirited Away. He is shown to be capable of reacting to emotions and ingesting other individuals in order to gain their personality and physical traits.
