Others have already commented why Bismarck seems more 8w9 than 8w7. I'd like to add one argument: Bismarck liked to retreat to his country estate if things got too stressful. He did so on several occasions and sometimes ruled the Empire from there just by writing letters for three months. Also he didn't like Berlin or large cities in general and preferred the peacefulness of the countryside. In 1872, one year after he had united Germany, he commented: 'I have used all my oil. I can't go on any longer.' ('Mein Öl ist verbraucht, ich kann nicht mehr.')

Otto Eduard Leopold, Prince of Bismarck and Duke of Lauenburg (Born Otto Eduard Leopold von Bismarck-Schönhausen; 1 April 1815 – 30 July 1898), known as Otto von Bismarck, was a conservative Prussian statesman who dominated German and European affairs from the 1860s until 1890 and was the first Chancellor of the German Empire between 1871 and 1890.
