Aside from the monkey being something of an ENTP archetype, here are arguments for Ne-Si over Se-Ni. Dom Ne -- from the moment he was born the Monkey has been all about the compulsion to explore EVERY possibility, especially the impossible ones. Weapon way too heavy for any mortal to wield (or indeed too heavy to be even considered a weapon)? He HAS to wield it. Heavenly peaches you aren't supposed to touch? He starts eating them as soon as others turn their backs. He explores EVERYTHING and quickly gets tired and moves on to the next thing; that is the nature of Ne. (I think the reason that his Ne looks like Se is because magical as he is, he is still supposed to be an animal -- and animals are action-oriented by default, not theory-oriented.) Inf Si -- the Monkey's downfall is due to his reluctance to recognize his actual limits; he always pushes them too far. Later on the magical circlet basically serves as an inferior Si metaphor: restrictive, disciplinarian, and there to keep his Ne in check against his will. Enforced by, of course, an Si-dom (Sanzang), and gifted to Sanzang by Guanyin, an Ni-dom who probably has a natural distaste for high Ne. Compare the Monkey to the Pig and it should be clear who the inf Ni user is. The Pig quickly adopts a defeatist/fatalistic view of the future whenever events set them back (inf Ni). The Monkey is not susceptible to this. Instead he is frustrated whenever he is made aware of his own limitations, physical or otherwise (inf Si).
