The 10th Abbasid and the last powerful monarch of the Abbasid dynasty , al mutawaqil distinguished himself from his predecessors by his leniency and he once quoted “The caliphs were difficult for the subjects to obey him, for I am softer for them to love and obey me.” He was also known for ending the creation of the Quran Fitna and ended the persecution inflicted on the Sunna scholars.

Abu al-Faḍl Jaʽfar ibn Muḥammad al-Muʽtaṣim billāh (Arabic: جعفر بن محمد المعتصم بالله‎; March 822 – 11 December 861), better known by his regnal name al-Mutawakkil ʽalà Allāh (المتوكل على الله, "He who relies on God") was an Abbasid caliph who reigned in Samarra from 847 until 861. He succeeded his brother al-Wathiq. His assassination on 11 December 861 by the Turkic guard with the support of his son, al-Muntasir, began the troubled period of civil strife known as "Anarchy at Samarra". He was known for restoring traditional orthodoxy to the Caliphate in collaboration with Imam Ahmad b. Hanbal by ending the Mihna. The Mihna was an inquisition and period of religious persecution instituted by the 'AbbasidCaliph al-Ma'mun in 833 Common Erain which religious scholars were punished, imprisoned, or even killed unless they conformed to Muʿtazila doctrine. The policy lasted for fifteen years (833–848 CE) as it continued through the reigns of al-Ma'mun's immediate successors, al-Mu'tasim and al-Wathiq, and two years of al-Mutawakkil who reversed it in 848 (or possibly 851) .
