I'd say 1>8, his motivation is not power for himself or being free of control, quite the opposite, he willingly follows Vitalis because he wants to serve his cause. 1s have a strong sense of duty and strive to be righteous in their own eyes, which is what he is. 8s are barely ever followers, quite the opposite, they would seek to control others.
