He almost has the same personality as IT but he was genuinely expressive and emotional. His personality and IT are still Ne dominant but IT is just a shapeshifting creature that has no feelings, so I'll consider IT as a Ti and Bob as a Fi. It's crazy that IT is the psychopathic version of pennywise that doesn't use feelings but rather uses Ego to perform fear, like a killer clown.

The original Pennywise, known by his real name Robert “Bob” Gray, was a highly popular clown and circus performer, he was killed by IT (disguised as a kid) who later stole his artist persona intended for happiness, transformating it into an embodiment of corruption.
