She wants to be a white hat because she's attached her objectives to her identity. She realized at this point that her aspiration might be impossible and she's looking for a clear path forward from her father. Rowan, like most INTJs, do not provide easy answers; they offer a larger ideal, the larger picture that the other person is missing which is limiting their choices and their role. Rowan paints a world where he has a power to kill a group of people and that people like Jake are small fry compared to what he's capable of. Additionally, he states that in the larger scheme of things that this role is his punishment because the guilt will always outweigh the immense power and responsibility placed before him. Therefore, Olivia can never have true justice. However, if everyone is doomed then everyone is worth saving because they exist in a system that provides that only choice. Therefore, in TJ fashion, you must enforce your will and force everyone onto that standard. The cherry on top of this is that Rowan doesn't see this a plan that can be enforced but an ideal that exists in Olivia that she must give birth to. In other words, if Olivia has the vision in her to actualize it she just needed someone to explain it to her. Other than that, if you watch his rants then he's the guy giving a lecture on how the world really works and exposes how the other characters are blind to how actually power works, like power as living entity instead of some word people in this show throw around to sound important. The Cyrus Beenes' of the world just yell at people to fall in line because he's the boss, Rowan just laughs and explains in all the small ways that those people never had power in the first place so they might as well listen to him.
