The way he tests people to show their true selves/identities/wants is 100% Se dom, like he did with Coby and like he also did with Luffy. He's definitely not an ESTJ, no Ne. And he may give some ESTJ vibes because he acts like a bossy dutiful marine vice admiral but i m against vibe voting and luckily in the last episode he turns into the garp we all know and love. Pure Se dom function. I can understand the ESTJ votes though , i won't judge them negatively but trust me he isn't. You'll see later in the other seasons what I mean.
