Both his perants were ISTX. I believe him to be ISTJ due to his more structured world view having more in common with his father (Green Lantern) than his mother. We often see him react in a defensive manner towards new ideas rather than go towards them. He often prefers a mission based routine focused life style and pre-defined stratagies. Much like another DC ISTJ Jim Gordon's view of being a cop he sees being a superhero as his job. He is as committed to the identity of Warhawk as Jim is to his badge and a "by the book" attitude or John is to the Green Lantern Oath.
