I think ESTJ fits her best. The Te-Fi axis is clear, she is action-oriented but structured and in control, not thrill/novelty-seeking like Thelma. Her only moment of impulsiveness was due to a deeply wounded inf Fi being triggered. Although not to the extreme extent of ISxJs, she is cautious and plans ahead, ever wary of the bad things that can happen. This is high Si-low Ne at work. Her tert Ne, when she manages to use it constructively, has good synergy with Thelma's dominant Ne.
