I don't think that he's a 9. He is constantly trying to help everyone even when his help isn't wanted / needed (best example for that is in Season 1 Episode 14). Also I think in Episode 11 Sora says that Frohicky hosts a lot of events for the Crossroads which on its own isn't really that much of an argument but it helps paint the picture I guess

Alfonzo Frohicky is an anthropomorphic frog that used to live in the Crossroads before moving to the Monastery of Spinjitzu to help maintain it as Assistant Monastery Keeper.
