Pretty hard to type since he barely had any screentime, but he seems like a Te dom for sure. His leadership and machiavellian attitude on Iki Island seemed Te-ish af. He also didn't seem to value Si, but more so Ni. His conflicts with Shimura, describing the jito as "too rigid" and "willfully blind to possibilities" suggest he could be Si blind and instead Ni valuing.
Biografie
Lord Kazumasa Sakai (境井 正; Sakai Kazumasa) was Jin Sakai's father and the former Samurai lord of Clan Sakai. Kazumasa was killed by a bandit during a series of uprisings. Upon Kazumasa's death, Jin was taken in by Kazumasa's brother-in-law Lord Shimura to complete his samurai training.
