I'm not sure he has Fe. I think people are confusing his predictions with INFJ stereotypes. His knowledge of Jacket's future stems from his general ability to do so. Another example of this is a Ni-Te character like Hannibal Lecter, who predicts killers' actions and the symbolic meanings at crime scenes. Richard is essentially the same; he knows Jacket intimately from the moment he begins his crimes in Miami. Being a visionary doesn't necessarily mean he has Faith. He doesn't warn Jacket of what's coming, but rather conveys it through the actions Jacket gradually causes, like the murder of his girlfriend or his psychological trauma. And I see a lot of Ti Aux in the way he leaves clues without explicitly mentioning her.
