He literally lives off Ni, where's his Si??? Throughout his plans he envisions the sequence of events that will follow, he's the definition of intuition. The latest chapters, where Tamakoma-2 fought against Yuba Unit, Ninomiya Unit and Ikoma Unit, his strategy was basically to follow his intuition, he uses NO Si at all. He met Ninomiya ONCE and through his Fe he read through Ninomiya's emotional wall, so he bet Ninomiya would act in a certain way and when Karasuma questioned him he couldn't even explain WHERE he got it from, he just felt it would be like that. Osamu has the ability to predict the most likely outcome. All of his plans come from his Ni, he reads people through his Fe and then he just knows how to act, it's completely intuitive. The real Si user there is Hyuse, he always knows exactly where he got a specific information from, every idea he has is based off on some detail he analyzed before, something he observed from the past, it’s never an intuitive conclusion, while Osamu doesn't, he can never explain exactly how he knows that something's gonna happen in a certain way, he just knows it will be like that and always bases his entire strategy on it, he completely trusts his intuition and his ability to read people. Si perceives information from the past (Hyuse), Ni perceives information from a hypothetical future (Osamu). Hyuse is all about matching elements up into a plausible event (Si), while Osamu is all about a construction of factors that branch into possibilities (Ni).
