I feel that if Chrollo wasn't a villain there wouldn't be much discussion on his type, it's like it's so hard to accept a Fe user as an evil person. But in my opinion it's clear how he uses Fe with his group and other people, his Ti motives are hidden and the core of his character is the search for meaning and understanding himself which in my opinion points more to Ni-Ti rather than Ti-Ne. He tries to find this meaning and ultimately dig into himself by acting in the world and seek experiences (Se), rather than looking for possibilites or patterns. He values his group so much he's ready to get sacrificed if necessary and tbh this either points to Te (in the sense of keeping the "machine" go) or Fe (in a more ethical sense). I don't think a Ti-dom would be willing to say something like that so easily.
