I think both 1w9 and 1w2 fit him, but I lean to 1w2. He's trying to make a revolution in the Pararai world because it's the ethical choice, he actually puts on effort to do the right thing. 1w2 are often seen like activists of some sort. 1w9 focus on being seen as good, while a 1w2 only focus on doing what's correct no matter what, and in fact Kei cares about his goals a lot more than he cares about how people see him. But at the same time, he needs affection and wouldn't be able to go on without Itsuki's and Rokuta's support.
