Why INTJ lmao? Is it because of the city’s past? If so, then yes, you could argue INTJ, but modern Berlin seems like a place where people are living freely, open minded ever since Germany/Berlin reunited after the Cold War. Tensions made people realise that there is no point of being stuck to a certain pathway, POV in life (going against Ni and Si) to avoid the possibility of being unhappy in a life where you never know what could happen, like what happened to Germany, many times. The city seems quite spiritual in a sense too.
