INTJ he wasn't confident enough in acting, making useless preparations for the stuff that won't even happen. For example, he could have fed Jigen to Juubi and ressurected himself in Kawaki any time. Amado did a good job staling with pills and sabotage, but it would not matter if Isshiki just acted at any point earlier. When Naruto was defeated, it was great timing to execute the plan and bring Juubi to the world, yet he wanted Kawaki (possibly to save him from the tree). I imagine karma would still protect him, if he wasn't sure he would win a mental fight with Kawaki (after breaking him in both ways), then he's just not worthy of Ootsuki's name.
