*Spoilers for Wicked: For Good* After watching Part 2, his extroverted intuition is crystal clear. He is frequently trying to explore alternative viewpoints and possibilites with a broad brushstroke over his painting of Oz. He is frequently building elaborate inventions for their own sake, regardless of the social atmosphere or their irrelevance to his goal of stoping Elphaba. I would argue he is more Lawful Evil than Neutral Evil because he has a clear pattern of keeping his word and using lawful structures through his leadership alongside the press to control others. Unlike a Neutral Evil, he has a respect for lawful structures and won't go back on his word, such as agreeing to free the flying monkeys. But unlike a Lawful Neutral, will use the traditions and structures of authority to hurt others or reinforce his selfish goals, such as imprisoning and robbing animals of their voices.
