I do believe he has Fe inferior. I see a lot of SeNi in his actiosn, plans, etc. Also, he never show Fe>Ni. He pretended to be nice a few times, but everyone can do that. He is not that manipulative like Sam Keating, Laurel, Oliver or Salomon Vick. Or even Connor, a tert Fe user. Frank is very aware of the consenquences of everything. The problem is that doesn't know how it will affect others (Fe<Ni). The best example is when he betrayed Annalise, he knew she was gonna be affected but never knew she was gonna lose her baby. He doesn't usually process others as a priority (low feeling function).
