I think he's clearly a cognitive extravert. It's true that he spends a lot of time alone, but that's not a healthy place for him. Sebastian is at his best, in his element, with others, and he even depends on them and seeks them out (though he also pushes them away in his self-loathing). Witness his dependence upon Julia, then Charles, and finally Kurt. When he hurts his leg, he can't bear to be alone at Brideshead, and even insists on having Julia keep him company until Charles can get there. An introvert would relish the alone time. I do think Ne fits Sebastian more than Se, even though he's not really an idea man or particularly bright, as Antony Blanche observes. I think his lack of Se is what makes him not enjoy drinking like Charles (Se aux) does, as Cara observes. And Sebastian's general eccentricity, wedded to a certain charm that makes everyone think well of him, (even prissy-pants Cousin Jasper, the monks and the ambassador in Morocco, and Charles's "scout") definitely make him feel like an ENFP.
