There is no way Reika Kitami is a Te Dom. She had over 10 years to take over the world with her allegedly god-like power. What did she do with it? She became a doctor and worked in schools and hospitals ( residency ). She didn't bother to ask for an extension on her contract which is someone with Te Hero like Light Yagami would do first. She uses Te, but it is used less than Se. She is good at picking up on small details and throwing a plan together in a rush and implementing it, but she doesn't really plan ahead.
