Zhongli probably knows every existing rock in Liyue not because he's read about it, but because he's experienced it - he's experienced all of Liyue; He knows everything because he loves this land. How could he possibly not remember every step it took to create one of his greatest achievements? To create a home for people... Si is about association with past memories, past impressions, and when engraved with love, they last forever. Zhongli doesn't engage in his environment, he organizes it. Just because he hasn't expressed it as blantly as "this glaze lily reminds me of the time i did xyz", doesn't mean it isn't there; in fact, it's ALWAYS there. This is exactly why he forgets Mora - he's not used to using money, for anything! It's not about forgetfulness, it's a matter of habit. For a big portion of his life, money wasn't something that mattered to him, it wasn't a need for him. (And him struggling to adapt a new habit is very ISTJ-y, speaking from personal experience and observations, but of course that could just be me.)

Though no one knows where Zhongli is from, he is a master of courtesy and rules. From his seat at Wangsheng Funeral Parlor, he performs all manner of rituals.
