If you read the books it becomes quite evident that her main motive for acting the way she does is her jealousy towards her sister. This jealousy is rooted in her feeling undervalued by her parents, because Lily with her special gifts of magic was always the center of attention and the special one. Petunia on the other hand felt overlooked by her parents. Petunia in the beginning wasn‘t as sceptical about magic and scared of anything new, even writing a letter to Dumbledore, wether he could make an exception and accept her in Hogwarts (this shows her of tertiary Ne). After this was denied to her, Petuina grew increasingly resentful of everything her sister stood for and tried gaining her family‘s favor by being the perfect, conforming daughter, housewife and mother and hating on everything that doesn‘t fit with this image. (Fe/Si) While she dislikes change and is very perfectionistic, passt focused and detail oriented (Si), all of this is rooted in her envy of her sister and worries about what others think of them (Fe). Her over the top Fe also shows in her smothering Dudley, as well as her almost hysterical reaction to everything related to Harry. ISFJs are more guarded and distant because of their tertiary Ti.
