Just because she look passive and just "okay" "okay" to people, it can't be justified for typed her as weak will. Look at 1V-4 (Results) subtype description on PY system. In my opinion, she act that way, not resisting to people wish and say "okay" and look agreeable is because she doesn't care. 1V-4 can look like 4V (or 2V) at first glance. Look at her conservation with Masachika. She said, "Kore de ii no, Kuzecchi?" / "Is this okay, Kuzecchi?" She noticed inconsistence. In her 1V perspective, Alya-Masachika pair shouldn't help Sayaka to save her reputation if they want to be next Student Council.
