His quotes which were relating to metaphors were about dominant "Ni" relating to strong "Fe-Ti" like "When a forest grows too wild, a purging fire in it is natural and ine inevitable." He was a mastermind in carrying out plans with mediocre organising skills but a good plan to carry out the plan. So he don't have a "Te", rather it's a "Ni" dominant who overcame the inferior "Se". He did everything considering what is good for the people of the world overall, the "Fe" but he himself knows when it is too much. The way he carried out plan to contaminate the water supply of Gotham by mixing toxic chemical compounds with it shows a naturally good "Ti". So this strong "Ni-Fe-Ti" with overcoming inferiority of "Se" shows clearly that he was a very accurate portrayal of an INFJ villain. And why type 1 (1w2)? Because he sticks to discipline and overcoming weakness like we discussed above how he encourages Bruce a.k.a. Batman to overcome the inferior "Se" and make a better use of it, which is both inferior in INFJ (Ra's) and INTJ (Bruce).
