He is defenitely a ISXJ, he makes an obvious use of Si, expecially in season 1, where we can see that he is the most loyal to his family and to Reginald, the only son that has never left the academy. In season 1, his unhealthy Si might be seen as Te, so some people might think of him being an ISTJ. However in season 3 he shows a lot of Fe, like when he founds out the coming out of Victor, or when he tries to avoid the fight between the Sparrows and the Umbrellas (maybe that was only because of his love for Sloane but nevermind), so I think he's a ISFJ for sure
