IxTJ votes don't mean anything. Throughout the game, he tried all kinds of ways to achieve his goal, and in doing so, he did not consider any moral code or tradition in any way. What separates an IxTJ from an ExTJ is more evident in events like this. Tert-Fi has more influence on IxTJs than you might think, and it's forcing them to brake. Genichiro doesn't have anything like that. For him, it is only important to achieve his goal. If necessary, he can kill a child, use animals as weapons, or use Tomoe's lightning.
