This is an example of a character who I feel is very easy to misinterpret as a T type of some kind, when their behaviour lines up much better with F type cognitive functions. Another great example of this would be Makoto Yuki from Persona 3. The commonality here is that they're easy to interpret as not being F types due to their often bitter, cynical attitudes; we think of people who notably use either Fi or Fe as being inherently emotional or sensitive to the feelings of people around them. However, in both this case and the case of Makoto Yuki, this is much better explained by looking into their backstories, rather than their personalities. Going by Tomoya's decision making, I'm very confident in saying he's a notable Fi user; his personal values and his sense of "does this line up with what I care about" are consistently the main things he uses to determine his choices. I also see a pretty good deal of Se in him in regards to how he examines and interprets his environment in a very grounded and physical way. This makes ISFP a very strong fit, and comparatively, ISTP cognitive functions don't really line up. You could maybe make some kind of argument for Ti in his personality, but it's definitely nowhere near a dominant function. Nothing particularly fits Ni either (though this alone could technically be explained by his age), and if anything, he practically exhibits the opposite of Fe while under stress (which is normally the main trigger for depicting your inferior function). It sounds like it makes sense when you first think about it, and it did to me, but I honestly cannot see ISTP in him. The obvious question still remains as to why someone who exhibits Fi as a dominant function would be so insensitive, but I feel it's easier to answer than it seems. Like the example of Makoto Yuki above, he's had a very rough life. An abusive family life, an almost friendless school life, a directionless future, and nothing worth enjoying life for. Just about anyone would be rather cynical and jaded facing such a life, not just T types. And we see through his journey, especially in Nagisa's path/the true ending, that he manages to overcome this and by the end is far more in touch with his otherwise repressed emotional side. A lot of characters who go down the "cynic to optimist" character development arc are clearly F types, with their cynicism being a result of their conditions rather than their personality. As such, I'd confidently argue for Tomoya being an ISFP.
