I think ENFP fits better. He has some truly absurd notions and runs with them immediately in place of reality, and his 'by-the-book' seems like lower Te and Si attempting to live by "the rules" in a bit of a lower Te hard-assed way (while being totally incompetent about them -- like when he claims he has memorized the rule book, and then can't even remember the first sentence -- admittedly, that made me laugh hysterically, because it is SUCH an inferior Si thing to do). He's like a walking inferior Si stereotype.
