The basic matter here is to define: Does she have real personal values or does she seeks peace by religious values that she grew up with? Because Fe users also can have strong values, but the difference is why. Fi users have strong values because those values are their own. They want to be real to their own values and ideas. They also tend to be more imposing of their own values if they are unhealthy. For example: Junko Enoshima. She uses Fi because she imposes her values because she stays true to these. She firmly believes on the greatness of Despair and she wants other people to suffer it because she wants to give this sensation to others. It starts as a personal value and she wants to install it comunally. However, Fe users also have really strong values, but this values aren't their own. They follow values of others or without defined ownership that can work to get peace and community value. They also tend to impose this values if they see them as a good way to find harmony. For example (although it's from a serie that many people may not know): Raul (from Control Z). He uses Fe because he firmly believes that Sofia is right, that the value of being completely sincere is a good thing. That the sincerity will bring good things. It starts as a shared value and it still remains as a communal value. I'm pretty sure this is where the discussion is. In my opinion, Angie is the second case. She doesn't impose her own values because she stays true to that. She imposes those values because they work for the whole group. And she doesn't always stays true to them. She constantly creates new rules or characteristics of Atua to make this whole religious plan to work. She doesn't want this values to stay true to her, but rather stay true to the community or situation. But anyways, it's completely dependent of your own perception.
