I don't see the reason why his Fi is the most inferior one if he's an ISTP, it's definitely the dominant one, at least Fi>Ti. He is always driven by his emotions, (Fi-dom, usually wrath) and when he's pissed off, he directly burst it out without temperance🔥 As the reason of why not Se-dom, although it's active, but always followed after Fi, sometimes his Se is shut down, purely enjoying Fi.
