His primary motivation is protecting his mother, so I’d say Fe rather than Te. First game, we don’t get much characterization of him except that he has integrity and is professional, so ISTJ fits him initially. I think Si-Fe makes sense overall, anxious, very orderly and considerate man. Richter’s levels are very hectic in great contrast to Richter himself, just as the levels themselves are juxtaposed with comforting scenes between Richter and his mother. His mask, the Rat, also helps to create a contrast between his actual character and perhaps his view of himself/his world or his identity as one of the masked killers. It’s interesting how the 50 Blessings operators range from guys like Jake and Biker to Richter. Serves to emphasize Hotline Miami’s overarching nihilistic theme; doesn’t matter what type of person you are, everyone dies in the end. But I think the fact that Jake either ends up dead in a mob hideout or unsuspectingly shot in the head while Richter passes on at peace with his mother close to him can teach a lesson as well.
