The Te-Fi axis in him is very visible, he is all about the rules and the procedures, and although he is compassionate, he's very bad at "getting" people, and at adapting to new social norms. The contrast between him and Anderson (who is a very proficient Fe user) is very obvious : Ward goes ahead and talks to a black man in front of dozen of white people, and fails to foresee the consequences for the man he's talking to, or the this behaviour isn't going to by accepted by society around him. Anderson is able to manipulate people, and is the one who learns the truth using his charms and understanding of individuals and communities. When he sees something which he finds revolting, he tends to react on the spot and to stay true to his values (tertiary Fi). He uses the methods the FBI taught him in the North, even though he is a new environment where the rules are different (unhealthy Si dom, he keeps grabbing things from his past and resist any form of change). I do think he spends most of the movie in an Si-Fi loop. He finds a solution when he acknowledges his Te in a healthy way, and decides to let Anderson lead the end of the investigation, perceiving he is the one who is going to close the case.
