Guys, INTJs can be obsessed with the past. Any type can. Yes, he is very similar to Kira in the sense that they are both extreme introverts dedicated to isolating themselves from society and avoiding any and all stress-inducing situations. Now Kira, an ISTJ, is focused on the present. He wants every single day to be exactly the same. He doesn't have any goals and ambitions, other than to continue living like he always did. He deliberately chooses not to do anything that would disrupt his everyday rituals. Diavolo is completely different. He wants change. He despises being in the position he is in. He doesn't care about traditions or rituals or what society finds acceptable. He is future-oriented.
