I think Devito Penguin is an ENFP and I'll explain why. One of his main character arcs is being pissed off at Bruce Wayne for him being thrown in a river, his whole motivation are personal to him and he is unwilling to look from another perspective. He is motivated by his own grief like just wanting to meet his parents and find out his own name and when he finds out what he believes to be the truth (Te) he gets a huge burst of rage because of his past (inf Si) His whole story is Fi. He can be compared to the Ice King from adventure time in many regards such as the Fi-Si character story arc and the Ne schemes. I think even INFP makes sense but Inf Si makes too much sense to me. However poor Te also makes sense. Anyway, he's xNFP
