To me she seems like a pretty textbook case of a quirky ENFP, even in the earlier Volumes. Her personality's remained remarkably consistent throughout the show's run and in almost every Volume she's had moments that demonstrate a strong sense of Ne and/or Fi as her top two functions, with Te and Si on the low end. Volume 1 has her introduction in Chapter 4, babbling on and on about figuring out how to team up with Ren, going off on a limb describing her long friendship with him, considering bribing Ozpin and then eventually deciding on a secret signal of sloth noises. She also describes a recurring dream to Yang in Chapter 11 with overexaggerated details that Ren hastily corrects after every embellishment. Both examples are strong contenders for high Ne. Her role in Volume 2 is small but she expresses hurt, sadness, and...literal hunger in Chapter 9 when she learns Team RWBY was going on a "world saving mission" without her team. Volume 3 Chapter 1 gives us her describing her team members in fun and (mostly) inspiring ways, but we also get a long, imaginative, and rambly breakdown of what she predicts would happen if Team JNPR were to lose the team match of the Vytal Festival, which ultimately takes her from a good mood to sad instantly. In V3 Chapter 2 she also tries to break down Jaune's team attack name "Flower Power" for Ren, with the "Flour, like in baking!" interpretation which still fits Ren's character despite it not being Jaune's intended meaning. All of these are strong examples of Ne. Volume 4 has a much more muted Nora, though we still see she recommended Jaune get a grenade launcher for his armor, sword, and shield upgrades. Volume 5 is similar, though her zany remarks of confusion over the Ozpin/Oscar situation and her observation of Oz-car turning Qrow and Raven into birds because of their name seem like okay examples of it. Volume 6 has the "beach season" comment and her misinterpreting the questions from the Relic of Knowledge as wishes. In Volume 7 you have the "Thunder Thighs" pair name joke, and in Volume 8 she not only presses all the buttons on the elevator to mess with the soldiers but comes up with the zany idea of how to create a diversion so that Ruby's group could get through Atlas central command undetected. I could keep going on the Ne train, but we also have strong examples of her Fi constantly, especially in later Volumes where she takes a bigger spotlight. Deigning to protect Ruby from Tyrian when he threatens to whisk her away, deciding to take on Hazel simply for affiliating with Salem's forces (and really pulling out the big stops when he hurts Ren), her care for the people of Mantle and calling out Ironwood for neglecting them time and time again (and vehemently opposing decisions that worsen their plight) are all strong indicators of a well defined and developed Fi, which may seem like Fe but is based more on the sense of justice and morals. Her Te is mainly used as a way to self-strategize in battle and get things done, which to me is best exhibited in V8C3 when she busts down the door Ruby's group is trapped behind by pushing her Semblance to the absolute limit, but could be reliably demonstrated any time she's in combat. Even her main character conflict thusfar is largely an Fi and Si inferior type problem, where she has a lack of personal identity outside of Ren, where she's hyper focused on others and tends to neglect herself, to the point where she questions her own self-worth. Si inferior seems to come up from being an orphan for her young life which influences her decision to use her definitive moral stance (Fi) to care for the people of Mantle and their plight, whereas a more Fe approach would be working with the goal of social harmony instead of the more "social justice" style she exhibits in Volume 7. I can understand why people might misconstrue her for an ESFP but that may be more a result of her Enneagram as opposed to MBTI type, where ENFP seems to fit much more closely.

Nora joined Beacon Academy with her childhood friend, Ren, who is also her team partner. She is an excitable, energetic girl with great strength and a big heart. Her weapon is Magnhild, a multi-shot Grenade Launcher capable of converting into a large war hammer. Her Semblance, "High Voltage", lets her absorb electricity to enhance her body, making her stronger and faster for a brief time.
