I think he is the strongest representative of the Te-Ni user I could imagine. In the book, there are countless rules that force people to remember and follow them. These rules are constantly and unpredictably changing. What an absurd society. But somehow I think both Winston and O’Brien already grasped the hidden logic behind these rules. The only difference between them is what they perceive. Winston feels like he is being smashed by the power and he wants to escape. O’Brien, on the other hand, largely enjoys it. He likes the feeling of having power, he appreciates the art of manipulation. He doesn't really care about facts. Facts make small people say the right things, and who can tolerate that?
