I do understand how people are typing him as a pure SP7, but I would like to counter with just... an idea I had. So, Arlecchino is clearly a self centered, indulgent puppet, but he has a key characteristic that helps play into him having secondary Social instinct. One of his primary goals, besides indulging in the murderous art he creates, is his desire to examine the human soul. His whole goal is to be able to dissect and prove that puppets and humans are equal due to having human souls. He does this through the study of humans and ergo. That is what his riddles in the primary game are based on, proving the point that humans and puppets aren't different. This highly intellectual and idealistic goal is very indicative of SO7, but he lacks the self-sacrificial nature of SO7, or even the desire for social recognition of that type, that's why I only suggest it as a secondary instinct compared to his dominating SP7 instinct. If anybody else has any thoughts on this, please give a reply.
