While I get why someone might see Ne in Shaggy and Scooby due to their beliefs, this isn't really clear enough of evidence of Ne for me. Scooby and Shaggy love food, they live for food. Even when the gang is out hunting ghosts, Scooby and Shaggy will do anything to get a bite to eat, even if the time is not appropriate. How do Fred, Velma, and Daphne get Scooby or even Shaggy to do something they don't want to do like be bait for someone they're trying to catch? Easy, offer them food, and they will do whatever the plan requires. Both Shaggy and Scooby are too food focused (materialistic) for Ne. I think their belief in ghosts in associated with their Fi rather than Ne. I know I can't change everyone's view, I just wanted to give my 2 cents since some other people in the comments below asked why ESFP rather than XNFP.
