Her whole "Victim of circumstance" mentality is quite literal Fe. Fe believes that people are the product of their environments and make the choices they made because it's what the world has given them. This is directly contrasted by Comissioner Gordon and Harvey Dent, both Fi-Te users, who believe certain people just deserve certain treatments because of their actions (Te-Fi), that things really are black and white. Voted ENFJ cuz she seems really irrational when taking into account that she had no rational gain at all from helping Harvey, it was certainly purely an impersonal value principle thing. I don't see a lot of Ti in her anyway.
