How exactly? She is laid back, and focuses on her own most of the time. She hates being part of the plan unless it's related to Johnny, and she is the definition of a backseat driver. She's a classic ISTP. a Te dom wouldn't hide in the shadows, nor it would let it whoever it thinks it commands do whatever they want as long as they get what it wants. Note also how she and Johnny rarely argue on how to do things (no Si/Ni conflict), rather on her position on his priority list (Inf Fe desiring to help him, Demon Fi regretting it). Her talk of balance and the way she asks V to do things also speak of an internal analysis rather than Te dominance. Rogue Amendiares used to be a solo who went on to become the best fixer in Night City by 2077. She is the owner of the famous Afterlife nightclub. Rogue was a rebellious teen, knew stiff hierarchy of gang life was not for her and set out on her own, to become a solo. She was a new and successful mercenary in Night City. Rogue also began a relationship with hit rockerboy sensation Johnny Silverhand. Rogue on occasion asked Johnny if they could visit a drive-in theatre on a date, which went largely ignored. Her relationship with Johnny ended at some point in 2011, after Rogue found out about Johnny cheating on her.
