Stoycho Stoychev (often spelled Stoytcho Stoytchev) is a Legendary Bulgarian winter sports figure who transitioned from a technical coach and team official into one of the most long-serving administrative leaders in international ice skating. In the 1990s, Stoychev served as an official and coach for the Bulgarian national short track speed skating team. He notably led the Bulgarian delegation during key international tournaments, including the 1998 European Short Track Speed Skating Championships in Budapest. During his era as a technical official, Bulgaria emerged as a competitive force in short track speed skating, eventually producing world-class Olympic skaters like Evgeniya Radanova. He holds a Master’s degree from the National Sports Academy in Sofia, Bulgaria, alongside qualifications from the University of National and World Economy. Following his career on the ice and behind the boards, Stoychev transitioned into sports diplomacy and administrative governance. Stoychev climbed the ranks of the International Skating Union (ISU), the global governing body for both figure skating and speed skating. He has served as a vital member of the ISU Council for several consecutive terms. In his capacity as an ISU Council member, he frequently oversees protocols, international regulations, and major tournaments. He represented the ISU leadership on-site during premier global events, including the Beijing 2022 Winter Olympics and multiple World Cups, In addition to multiple ISU championships including Junior world championships, Four Continents, European Championships and The ISU world championships. He was formally on charge of handing the medals in the short track events at the Winter olympic games in 2026.
