I feel like the notion to type Tseng as a ISTJ comes from focusing on him being obedient, efficient and well-organized, which can actually be attributed more to Te (which both ISTJ and INTJ have as a secondary function). But when looking at his motivation, he doesn't relate things back to his past experiences nor works to preserve things as they are (Si) but rather he analyses any given situation from different angles and he's more interested in new, better possibilities (Ni). In Chapter 11 of Before Crisis, he talks about how getting Aerith to find the Promised Land isn't just a job but also a personal matter to him, because he believes it will change the world for the better. During the office scene in Remake, he explains why refusing to do the plate fall mission wouldn't have changed the outcome and when the other Turks aren't happy with that explanation, he offers an alternative. He looks at possible outcomes and chooses the (in his opinion) best/least bad one, then works towards that outcome in a pragmatic way (NiTe). He's not a social butterfly and he doesn't show much emotion, but he cares deeply about a few people close to him and has a personal code (Fi). He's also very observant of his environment and picks up on small details easily (Se).
