Take his conversation with Weyoun for example in “Sacrifice of Angels”: "Dukat: Perhaps the biggest disappointment in my life is that the Bajoran people still refuse to appreciate how lucky they were to have me as their liberator. His goal in life was never power itself. Dukat saw power as a means to his true end, that is to obtain recognition from others.
